Services Manager - Newham Integrated Rough Sleeping Support Service

We are now recruiting a Services Manager to lead a high-performing, multi-agency model that supports individuals experiencing rough sleeping to access safety, stability and long-term solutions.
About The Role
In this role, you will guide the coordination of key elements of the service, including outreach, Housing First, accommodation, tenancy sustainment and day centre provision. Your focus will be on creating a service that is easy to access, responsive to need and well-connected across the local system.
You will support the service to meet its performance goals, uphold quality standards and operate confidently within agreed financial frameworks. Through steady, values-led leadership, you will bring together a multidisciplinary team, encourage thoughtful improvement and help the service maintain strong alignment with Newham’s wider support network.
Hours Full-time
Full time Salary range* £44,471.72 - £49,950.27 (dependent on experience).
Allowance £4,133.14 Inner London Weighting.
- please note Full-time hours at Change Grow Live are 37.5 hours per week. For part-time roles, the salary and payments will be pro rata based on contracted hours.
What You Will Deliver
- Strategic and operational oversight of Work Packages 1, 3 and 5, ensuring integration across partners and pathways .
- High-quality outreach and response to reports of rough sleeping and street activity, working alongside community safety partners.
- Performance excellence through clear KPI delivery, accurate data, evaluation and compliance.
- Effective financial management, including oversight of budgets in excess of £2m.
- Productive relationships with commissioners, local authorities, MHCLG (Ministry of Housing, Communities and Local Government), Homeless Link and wider stakeholders.
- A safe, well-governed environment with robust safeguarding, risk management and quality assurance.
About You
You bring substantial experience in homelessness, outreach or complex community services, and a strong record of leading teams in demanding operational settings .

- Clear communication, professional credibility and confident decision-making.
