We are recruiting for a Cessation of Duty Manager to provide operational leadership within a homelessness service, overseeing decisions relating to the ending of duties under the Housing Act 1996 and Homelessness Reduction Act 2017.
This role will be responsible for ensuring all cessation decisions are managed in line with legislation, supporting a team of Caseworkers and maintaining oversight of case progression, quality and compliance. The postholder will also support complex cases and work with internal and external partners to ensure coordinated case management.
Key Responsibilities
- Provide operational leadership and oversight of decisions to end prevention, relief and main homelessness duties.
- Ensure decisions are lawful, timely and supported by written reasoning.
- Manage a team of Caseworkers responsible for progressing cases to the conclusion of duties.
- Ensure residents receive explanations of decisions and updated Personalised Housing Plans (PHPs).
- Provide escalation support for complex or high-risk cases, including safeguarding, domestic abuse and vulnerability.
- Maintain a caseload to support service demand and decision-making.
- Work with internal services and external partners, including ASC, CSC, Health and voluntary organisations.
- Monitor performance and ensure compliance with legislation and policy.
Skills and Experience
- Experience managing homelessness services within a local authority.
- Knowledge of the Housing Act 1996 and Homelessness Reduction Act 2017.
- Experience making or overseeing cessation of duty decisions.
- Experience managing or supervising caseworkers.
- Experience managing complex and high-risk cases.
- Knowledge of safeguarding, domestic abuse and vulnerability.
- Experience working with statutory and voluntary sector partners.
- Ability to produce written decisions.
- Ability to manage workload and service delivery.
