The role: We are seeking a Homelessness Project And Development Lead to play a key part in accelerating the delivery of high-quality temporary accommodation solutions across the local area. You will work to address urgent gaps in provision for people experiencing homelessness, rough sleeping, or complex needs,
You will responsible for reducing reliance on costly short-term options while preventing escalating financial and social pressures. In this role you will work closely with internal teams and external partners to evaluate the costs, benefits, and viability of a range of temporary accommodation models, including private sector leasing, nightly paid accommodation, and property acquisitions—such as those delivered through the Council’s wholly owned company.
Key accountabilities:
- Work with internal and external stakeholders to identify potential opportunities to deliver new models of temporary accommodation for people at risk of, or experiencing, homelessness.
- Undertake financial modelling to set out the costs and benefits of the options explored including identifying staffing implications for managing each model assessed.
- Make recommendations of the most appropriate models available to the Council to deliver long term cost savings and deliver the best outcomes for households
- Develop all appropriate contracts, leases and rental agreements are in place by engagement with internal Legal Services and Revenues Teams.
- Prepare all necessary paperwork related to procurement, including service specifications and reports to decision-makers, in line with council policy.
- Provide regular updates to senior managers on the delivery of additional accommodation
Key requirements:
- Significant experience of working within Housing and / or Homelessness services
- Significant experience of developing and delivering new services
- Experience of working effectively with a wide range of stakeholders
- Knowledge and understanding of local authority funding arrangements
- Experience of project management and delivery
- Understanding of the legal framework relating to homelessness provision
- Ability to demonstrate a proactive style
