We are seeking a Team Leader who thrives in a multiagency environment, builds strong professional relationships, and can confidently manage high-risk situations with sound judgement and compassion. This role will supervise and support a small team within the Anti-Social Behaviour Service who work with some of our most complex and challenging cases, balancing enforcement with meaningful support. The Team Leader will also hold their own caseload.
Our Complex Case Team works directly with individuals with vulnerabilities whose behaviours often arise from chaotic lifestyles, entrenched behaviour or unmet support needs, while also ensuring the safety and wellbeing of victims, witnesses, and the wider community.
The successful candidate will have a proven track record in line management and experience supporting people affected by multiple vulnerabilities, substance misuse, mental health issues, or homelessness. They will demonstrate strong leadership and communication skills to help maintain a positive team culture, and will take a problem-solving, safeguarding focused, partnership driven, and strategic approach to investigations.
Role responsibilities and main duties
- Supervise and guide a small team of case managers who investigate complex cases of anti-social behaviour.
- Review the team’s cases to ensure they are being robustly investigated, following procedures, taking proportionate and timely action and accurately recording all activities.
- Work in partnership to investigate and problem solve complex and high-risk cases of anti-social behaviour in the adult homeless pathway, temporary accommodation, Housing First properties and other Oxford City Council housing stock.
- Build relationships with clients, including those causing anti-social behaviour and those who are affected by the behaviour, to develop respect and trust.
- Develop detailed multi-agency action plans to tackle cases of anti-social behaviour within agreed performance standards.
- Proactively seek out warning signs of potential anti-social behaviour from clients and mitigate any acceleration of behaviour.
- To provide support to victims and witnesses, as well as signpost and make referrals when appropriate.
- Use appropriate tools and powers to address anti-social behaviour
- Assist the Legal Team in the preparation of court action and appear in Court when necessary.
- Maintain good working relationships with the local Neighbourhood Police Team and not-for-profit organisations supporting individuals with complex needs.
- Record accurately and in a timely manner, all activities pertinent to a case on the QL Case Management system, adhering to all confidentiality requirements.
- Adhere to Oxford City Council safeguarding policies and procedures when conducting or reviewing investigations.
- Support the delivery of the Regulator of Social Housing consumer standards requirements.Work closely with Oxford City Council departments, particularly Landlord Services, Housing Needs and Legal services.
- Represent the ASB Service at any relevant meetings either internally or externally.
- Deputise for the Anti-Social Behaviour Investigation Team Manager & Domestic Abuse Lead when required
