Bid & Procurement Manager – Public Sector Accommodation
Key Requirements
We are seeking an experienced Bid & Procurement Manager with at least 3 years’ experience in public sector procurement or commissioning, ideally gained within a London borough, the Greater London Authority (GLA), or another public body.
The successful candidate must have direct experience procuring or commissioning accommodation services, such as temporary accommodation, supported housing, homelessness services or specialist housing provision, and a strong understanding of UK public procurement regulations, frameworks and Dynamic Purchasing Systems (DPS).

The Role
As Bid & Procurement Manager, you will play a key role in developing and delivering our public sector procurement strategy, helping the business secure contracts across London and positioning the company for sustainable long-term growth.
You will bring valuable insight from the contracting authority (buyer) side of public procurement, enabling us to better understand how accommodation contracts are evaluated and awarded.
Key Responsibilities
- Identify and monitor relevant tenders, frameworks and Dynamic Purchasing System (DPS) opportunities
- Lead and manage the full tender submission process, including drafting high-quality bid responses
- Advise senior leadership on procurement strategy, positioning and bid competitiveness
- Ensure submissions comply with housing, accommodation and regulatory standards
- Build and maintain relationships with housing, commissioning and procurement teams within local authorities and public bodies
- Support commercial negotiations and contract mobilisation following successful bids
- Analyse evaluation criteria and scoring methodologies to maximise bid success
Essential Experience
- Minimum 3 years’ experience in public sector procurement or commissioning
- Experience working within a London borough, local authority, the GLA or another public sector procurement team
- Direct experience procuring or commissioning accommodation services (temporary accommodation, homelessness services, supported housing or similar)
- Strong knowledge of UK public procurement regulations, frameworks and DPS processes
- Strong commercial awareness and bid evaluation insight
Highly Desirable
- Experience with temporary accommodation or homelessness services within London boroughs
- An existing network within London public sector housing or commissioning teams
- Experience supporting contract mobilisation and performance management

Pay: £33,420.00-£72,189.42 per year
