About Warwick District Council

Warwick District Council serves a 110-square-mile district in the heart of Warwickshire with more than 140,000 residents, taking in Royal Leamington Spa, Warwick, Kenilworth, Whitnash and the surrounding villages. Its offices are at the Town Hall on the Parade in Royal Leamington Spa, with customer-facing services at the Royal Pump Rooms. The council is one of the minority of English district councils that still owns its housing stock, so it combines a landlord function with the statutory housing advice and homelessness duties.

Housing and homelessness services

The council's Housing Advice and Housing Options service helps anyone in the district who is homeless or threatened with homelessness, working to prevent the loss of a home wherever possible and finding a housing solution where it cannot. It advises private tenants, refers people affected by domestic abuse to specialist services, links care leavers to Warwickshire's leaving-care support and runs the statutory Duty to Refer route for partner agencies. The council publishes a Homelessness and Rough Sleeping Strategy and a local homelessness directory, and an out-of-hours emergency line covers evenings and weekends.

As a landlord the council manages around 5,700 homes (roughly 5,400 rented, 650 leasehold and 60 shared ownership), including sheltered schemes and more than 1,400 age-designated properties. Social housing is allocated through the HomeChoice register, which held around 1,660 households at the last annual report. An Independent Living service runs Lifeline, a 24-hour emergency response service for older and vulnerable residents that answered hundreds of falls calls and made over 500 onward referrals in a year. The council is also planning a programme of around 400 new council homes over five years and has said it is bringing in more staff to deal with housing pressures.
