Torbay Council is the unitary authority for the English Riviera in South Devon, covering Torquay, Paignton and Brixham. It is based at the Town Hall on Castle Circus in Torquay. As a unitary council it runs the full range of local services, from adult and children's social care and public health to planning, housing, harbours, waste and community safety. The council was named Most Improved Council by the Local Government Chronicle in 2023 and describes itself as "small enough to care, but large enough to make a difference".

Housing and homelessness services

Housing needs services sit within the council's Community Services, part of the Adult and Community Services directorate alongside environmental health, revenues and benefits, welfare support and community safety.
