About Thanet District Council

Thanet District Council is the local authority for the Isle of Thanet on the north-east tip of Kent, covering the seaside towns of Margate, Ramsgate and Broadstairs and the villages around them. The council is headquartered at Cecil Street in Margate. It is a stock-holding district council, meaning it owns and manages its own council homes as well as delivering the statutory housing options, homelessness and private-sector housing functions for the area.

Housing and homelessness services

The council's Housing Options team is the front door for anyone in Thanet who is homeless or at risk of losing their home. It gives advice on Section 21 notices, mortgage arrears, private renting and domestic abuse, carries out homelessness assessments and arranges temporary accommodation where the council owes a duty. The Thanet housing register is run through the county-wide Kent Homechoice scheme. Demand is high: the council's own published statistics show several hundred prevention and homelessness approaches in some months, around 200 households owed a relief duty in a single quarter, and emergency accommodation spending of well over £3 million a year.

Rough sleeping is tackled through RISE (Rough sleeper Intervention, Support and Empowerment), a multi-agency partnership involving the council, Forward Trust, Serveco, Invicta Health Care and the Department for Work and Pensions. RISE runs early-morning and late-night outreach patrols, assigns each person a Rough Sleeping Navigator, works with landlords to secure tenancies and continues welfare checks once someone has moved in. The council activates its Severe Weather Emergency Protocol (SWEP) to open emergency beds in bad weather, and has drawn down more than £3.8 million of government rough-sleeping funding for this work.

Alongside this, the in-house Tenant and Leaseholder Services team manages the council's own housing stock (recent job adverts refer to around 3,200 households), including a Financial Wellbeing service that helps tenants maximise income and sustain their tenancies, plus resident engagement, compliance and leasehold functions. A Private Sector Housing team enforces standards through selective licensing and financial penalties, and the Housing Strategy team acquires and develops affordable homes, including the Live Margate empty-property programme.
