About Reigate and Banstead Borough Council

Reigate and Banstead Borough Council is the district-level authority for the towns of Reigate, Redhill, Banstead and Horley and the surrounding villages in east Surrey, South East England. It works from the Town Hall on Castlefield Road in Reigate and describes its aim as working together to keep the borough a great place to live, work and enjoy, with commitments that include delivering new housing and reaching carbon neutrality by 2030. From April 2027 Surrey's district councils are due to be replaced by two new unitary authorities, and the council has confirmed that all housing and homelessness services will continue through and after that change.

Housing and homelessness services

The council is not a large-scale landlord: its former stock is managed by housing associations and it owns only a block of secure-tenancy flats managed by Mount Green Housing Association plus a small number of homes used directly as temporary accommodation. Its housing work therefore centres on the Housing Options service, whose stated aim is to help people keep the home they have or find a new one if they are at risk of homelessness. Residents contact an advice line, are assessed by an officer and, where threatened with homelessness, are seen face-to-face at the Town Hall and given a Personal Housing Plan. Where a duty is owed the council can place households in temporary accommodation, sometimes outside the borough, and makes a single suitable offer of permanent housing; where no duty is owed it still offers guidance, possible financial help and referrals to hostels or supported accommodation.

The team works closely with the East Surrey Outreach Service (run by Thames Reach) for people sleeping rough, signposts to Renewed Hope in Redhill, Crisis and Homeless Link, and accepts StreetLink reports. It runs the housing register and allocations, private rented sector schemes, housing options advice for over-50s and downsizers, and an out-of-hours emergency line. Public bodies refer people under the duty to refer through a dedicated online portal.

Who they support

The service helps families and single people facing eviction or relationship breakdown, rough sleepers, people leaving prison, hospital or care, private tenants in disrepair, and older residents looking at their housing options.

Working for the council

The council's values are making a difference, doing the right thing and being bold and confident, and it looks for people who are positive, supportive, flexible and innovative. Staff receive a generous annual leave entitlement, a pension scheme with a 15 per cent employer contribution, flexible and agile working in a modern open-plan office, salary-sacrifice schemes including cycle to work, interest-free travel loans, a high-street discount portal and discounted gym or swim membership. Guaranteed-interview schemes apply to disabled and ex-armed-forces candidates who meet the essential criteria. Vacancies are advertised through an iTrent portal and HR can be contacted at hr@reigate-banstead.gov.uk.
