About Oxford City Council

Oxford City Council is the district-level authority for the city of Oxford in Oxfordshire, South East England, based at the Town Hall on St Aldate's. It is a stock-holding council with its own council housing service, tenant portal and resident involvement programme, and it also delivers housing advice, homelessness services, private-sector licensing, a home improvement agency and new-build housing through its Building Homes programme.

Housing and homelessness services

Oxford has faced one of the more acute homelessness pressures outside London. The council's own analysis points to welfare reform, an unstable private rented sector and cuts of more than £2 million a year to county-wide housing-related support for single homeless people as drivers, and notes that many people sleeping rough have unmet physical health, mental health or substance-use needs. In response the council delivers the statutory prevention and relief duties, runs a duty-to-refer route for public bodies, operates a Severe Weather Emergency Protocol in winter and hot-weather support in summer, and takes a multi-agency approach to rough sleeping alongside the St Mungo's outreach team, Thames Valley Police and other partners, with a stated commitment to keep offering accommodation pathways to people whatever their behaviour.

The council has doubled its temporary accommodation in recent years, using its own stock, leased private homes and bed and breakfast, and reviews any out-of-area placements weekly with the aim of bringing households back to the city. It also runs choice-based lettings, a Rent Deposit Guarantee Scheme, and refers people to partners such as Connection Support and Crisis Skylight Oxford for prevention and ongoing support.

Services reach council tenants and leaseholders, families and single people at risk of homelessness, rough sleepers with complex needs, private renters in HMOs and licensed properties, and older or disabled residents needing adaptations through the Oxford Home Improvement Agency.
