About North Yorkshire Council

North Yorkshire Council is the unitary authority created in April 2023 when the former county council merged with the seven district and borough councils of Craven, Hambleton, Harrogate, Richmondshire, Ryedale, Scarborough and Selby. It covers England's largest county by area, from the Yorkshire Dales to the coast at Scarborough and Whitby, and is run from County Hall in Northallerton. With more than 15,000 employees (over 13,000 excluding schools) it is the region's largest employer.

Housing and homelessness services

The council's Housing Options teams help anyone who is homeless or likely to become homeless within 56 days. Officers negotiate with landlords and mortgage lenders, help with rent arrears, assess eligibility, local connection and priority need, and agree a Personal Housing Plan with each applicant. Someone with nowhere to sleep tonight is contacted the same day; less urgent cases within three working days. Options include social housing, private rentals with bond support, and supported housing for 16 to 25 year olds. A single county-wide number covers both office hours and emergencies, and applications can be made online through the council's Housing Jigsaw portal.

Rough sleeping is handled by the council's Outreach team, which carries out full housing assessments and links people to emergency accommodation, hostels and social housing. A prevention pathway aims to ensure no one spends a second night on the streets, and a Severe Weather Emergency Protocol opens extra beds in freezing, wet or extreme conditions. Across the seven former district areas the council works with day centres, drop-in hubs, food banks, warm spaces and supported housing providers, and backs a Housing First scheme in Scarborough. The council is also a stock-holding landlord, owning council homes mainly in the former Harrogate, Richmondshire and Selby areas (Harrogate alone had around 3,800 homes), and its housing annual report shows the scale of demand, with more than 1,200 homelessness contacts and around 50 households in temporary accommodation at any one time in the Harrogate area alone before reorganisation.
