About North Devon Council
North Devon Council is the district authority for the North Devon area of Devon, in the South West of England. It employs around 400 people across eight service areas and works from two main sites in Barnstaple, Lynton House and the Brynsworthy Environment Centre, with one-stop shops in Ilfracombe and South Molton. The council frames its purpose as helping local communities every day and treats its own workforce as one of those communities.
Housing and homelessness services
The council transferred its council housing stock to North Devon Homes in 2000, so its housing work is centred on housing options, homelessness prevention and rough sleeping rather than on managing a large landlord service. The Housing Options team offers free, early advice to anyone worried about losing their home, covering rights and responsibilities, negotiations with landlords or family, eviction and repossession, and links to other agencies. Where it can prevent homelessness it may fund deposits, rent in advance or help with arrears, subject to a financial assessment. Households owed a housing duty are placed in temporary accommodation through private rented property, bed and breakfast or a women's refuge.
For people sleeping rough, the council runs an outreach service offering advice, assistance and support, provides overnight shelter through the winter months and works with the Freedom Centre and other community partners, including a pod-sponsorship scheme through which local businesses fund temporary accommodation units. The public can report someone sleeping rough via StreetLink, and the "Tap for Change" contactless giving scheme raises money for local homelessness charities. The council also runs the Devon Home Choice housing register locally, an empty homes project, private-sector housing standards enforcement and affordable-housing sales, and is drawing up a new Homelessness Prevention Strategy for 2026 to 2031.
Who they support
The service works with single people and families across a largely rural district and its coastal towns, including those at risk of eviction, people fleeing domestic abuse, rough sleepers with complex needs and people leaving institutions who are referred under the duty to refer.
Working for the council
North Devon Council offers annual leave starting at 25 days plus bank holidays, flexi-time worth up to 26 extra days a year, the option to buy additional holiday or trade salary for up to ten further days, and flexible hybrid working that balances service need with personal choice. Staff join the Local Government Pension Scheme with shared-cost AVCs, and have access to an occupational health team, free self-referral counselling, trained wellbeing advisers, funded eye tests, free parking and a mini-bus service, a cycle-to-work scheme, Kaarp discounts and payment of one professional subscription. The council is a Disability Confident employer and values diversity.
