About the council

The London Borough of Richmond upon Thames is an outer-London borough on both banks of the Thames, covering Richmond, Twickenham, Teddington, Hampton, Barnes, Kew, Mortlake, Ham and Whitton. Its civic centre is at 44 York Street, Twickenham TW1 3BZ. Since 2016 the council has run a shared staffing arrangement with the neighbouring London Borough of Wandsworth: a single workforce serves both councils, and recruitment is handled through a joint portal (jobs.richmondandwandsworth.gov.uk) branded "Richmond and Wandsworth Councils". Job adverts frequently describe posts as working "across Richmond and Wandsworth", so some roles are borough-specific while others cover both areas.

Housing and homelessness services

Richmond does not own any council housing. All social homes in the borough are provided by housing associations, and the council allocates them through its housing register, letting roughly 300 homes a year with priority for those in urgent need. The council's Housing Options and homelessness service offers advice to anyone worried about losing their home, works to prevent homelessness where it can, and arranges emergency temporary accommodation for those who qualify under the homelessness legislation. It supports people facing eviction from private tenancies, people asked to leave family or friends, survivors of domestic abuse and people sleeping rough, and it works with external organisations that refer at-risk residents under the duty to refer. Other housing functions include private-sector housing, housing for older people, refugee resettlement, housing grants and strategy, and managing conditions such as damp and mould in temporary accommodation.

Who the service supports

The service works with single people and families at risk of homelessness across the borough, including those with support needs linked to domestic abuse, mental health or rough sleeping. Because Richmond has no stock of its own, housing officers spend much of their time negotiating with private landlords and housing associations and sourcing temporary and settled accommodation.

Working for the council

Staff employed through the shared arrangement receive 40 days' annual leave including bank holidays, with the option to carry over up to five days and buy extra hours. Everyone is enrolled in the Local Government Pension Scheme. The councils promote flexible and agile working, including compressed hours, part-time, term-time and job-share arrangements, and many office roles are hybrid with a base at Wandsworth Town Hall or the Twickenham civic centre. Other benefits include interest-free season-ticket loans, salary-sacrifice schemes, a 24/7 employee assistance programme, occupational health, and management, leadership and apprenticeship training with a mentoring scheme open to all. The councils are a Disability Confident employer and posts working with vulnerable people are subject to DBS checks.

Typical roles advertised

  • Housing Options Officers, homelessness caseworkers and temporary accommodation officers (listed under the "Housing" job category)
  • Adult and children's social work posts, including Approved Mental Health Professionals working across both boroughs
  • Planning, community safety, environment and corporate roles
  • A large volume of school-based teaching and support roles advertised on behalf of local schools

Recruitment enquiries: recruitment@richmondandwandsworth.gov.uk. Job adverts usually state the work location (for example Twickenham or Wandsworth Town Hall) and the postcode, which is the clearest way to tell which borough a post is based in.
