Housing & Homelessness
📍 Romford, Greater London
About Havering Council
The London Borough of Havering is an outer east London authority based at the Town Hall on Main Road in Romford. It describes itself as one of the greenest boroughs in London, with town centres including Romford, Hornchurch, Upminster, Rainham and Harold Hill, and a large regeneration programme that is building new council homes, including modular homes on the Waterloo Road and Queen Street estates. The council's recruitment message, "Choose Havering", stresses resourcefulness, taking the initiative and giving staff room to progress.
Housing and homelessness services
Havering is a council landlord with its own tenants, repairs service, sheltered housing and a Housing Tenant Engagement Strategy adopted for 2026 to 2029. Its Housing Solutions Team is the point of contact for anyone homeless or threatened with homelessness, offering prevention work, personal housing support plans, a Find Your Own Scheme that funds deposits and rent in advance, and help into the private rented sector, sometimes outside the borough because council housing is very limited. Applications are registered through an online Housing Jigsaw form and an emergency line runs day and night.
Because demand for temporary accommodation is extremely high, households are often placed in hotels, nightly lets or hostels inside or outside Havering, managed by a Homeless Placement and Move-On team that works towards settled housing within a 60-mile radius. For people sleeping rough, the council carries out regular street checks, provides shelter in severe weather and works with partners: Hope 4 Havering runs an emergency night shelter for up to 20 people, YMCA Romford offers a hostel for 18 to 40 year olds, the Salvation Army hosts a multi-agency drop-in, and the council secures private studio flats with floating support from Peabody. Dedicated pathways exist for care leavers, prison leavers, veterans and people fleeing domestic abuse.
Working for Havering
The council promotes learning and growth through apprenticeships, internships and career-focused courses, and lists the Local Government Pension Scheme, annual leave and other council employee benefits in its adverts. It practises anonymised recruitment, considers applications regardless of age, disability, ethnicity, faith, gender identity or sexual orientation, and highlights staff stories including its Head of Housing on its careers site. Posts working with children or vulnerable adults require DBS checks.
Typical roles
Homelessness job-seekers should look for Housing Solutions officers and advisers, homeless placement and move-on officers, temporary accommodation and hotel placement roles, tenancy sustainment and floating support posts, and rough sleeping coordination roles. Most are based at Romford Town Hall, with some community-based working across the borough.
