Housing and homelessness services

Bromley's Housing Options and Support Service offers free advice to anyone in the borough facing housing difficulty, whether they are homeless today, sleeping rough, in insecure housing, facing eviction from a private landlord or family, struggling with rent or mortgage arrears, or fleeing domestic abuse. Working under the Homelessness Reduction Act, the team carries out prevention and relief work, assesses priority need and eligibility, and arranges temporary accommodation where the council owes a duty. It provides tailored pathways for people leaving prison or hospital, young people and veterans, and operates the statutory duty-to-refer route for other public bodies. A daytime advice line is backed by an out-of-hours emergency number.

Rough sleeping referrals come in through StreetLink and are picked up by the South-East regional outreach service, with the council aiming to find accommodation or reconnect people to areas where they have support. Bromley works closely with local voluntary organisations such as Bromley Homeless and Depaul UK, which also advertise vacancies on the council's jobs site. The council's own housing management operation, Bromley Homes, is delivered in partnership with Penge Church Housing Association, with a focus on sustaining tenancies and strengthening communities. Applications for social housing go through the Bromley housing register, and the council publishes a Housing Strategy, a Tenancy Strategy for 2024 to 2029 and an allocation scheme.
