About Leicester City Council

Leicester City Council is the unitary authority for the city of Leicester in the East Midlands, led by a directly elected City Mayor and headquartered at City Hall on Charles Street. It is one of the largest employers in the city and its recruitment brand, "Together, we are Leicester", spans social care, education, city services, planning, legal and corporate functions. The council is also by far the biggest landlord in Leicester: roughly one in seven homes in the city is a council house, flat, maisonette or bungalow, a stock of around 20,000 properties.

Housing and homelessness services

The housing division runs the full range of landlord services for council tenants and leaseholders, including rent, repairs, tenancy management and sheltered housing, and manages the housing register through which around 1,300 homes are let each year. Alongside this it provides the city's homelessness, rough sleeping and private rented sector services. The Housing Options team aims to help anyone at risk of homelessness within 56 days, whether they are facing eviction, sofa surfing, fleeing abuse or living in unsafe accommodation, and the council spends several million pounds a year on prevention work. In a typical pre-pandemic year the team supported more than 3,600 households.

Where prevention fails, the council has its own temporary accommodation, including a family hostel and the Dawn Centre, a 42-bed centre offering temporary accommodation and on-site support for single people and couples. A daily outreach service, contactable through StreetLink, works with people sleeping rough, and the council describes a housing first approach that prioritises getting someone into accommodation before tackling other needs, in partnership with Turning Point, Inclusion Healthcare and Citizens Advice. Dedicated pathways exist for people leaving care, hospital or prison, veterans and those experiencing domestic abuse or mental illness. The council has also set up Leicester Housing Ltd to build new council homes and has released land to housing associations to create hundreds of affordable homes.
