Who Horsham District Council Are
Horsham District Council is the local authority for the Horsham district in West Sussex, covering the market town of Horsham and the surrounding towns and villages. As with all district councils in England, it holds statutory housing and homelessness duties under the Housing Act 1996 (as amended by the Homelessness Reduction Act 2017), meaning it must assess, advise and, where a duty is owed, help to prevent or relieve homelessness for people living in or connecting to the district.
Housing & Homelessness Services
- A Housing Options and homelessness advice service, working with people who are homeless or threatened with homelessness to agree a Personalised Housing Plan
- Homelessness prevention support, including help to remain in a current home, negotiating with landlords, and maximising income through housing benefit, Discretionary Housing Payments and the Support for Mortgage Interest scheme
- Temporary and emergency accommodation duties for households owed a statutory duty while a longer-term housing solution is found
- A Homeless Outreach service working with local partners, including Horsham Matters, to identify and support people sleeping rough and connect them with services and housing
- Management of the housing register and allocations for social and affordable housing across the district
The council works alongside voluntary and statutory partner agencies, and encourages residents to report a rough sleeper via Streetlink so its outreach team can respond. It has recently adopted a new four-year Housing and Homelessness Strategy (2026–2030) setting out its priorities for tackling homelessness in the district.
